Street Harassment SCANDAL—Who’s Protecting Our Kids?

One in five girls say their first sexual harassment or abuse experience happened before age 12, a finding that should alarm every parent who has watched government and culture fail to protect children.

What the Report Says

Plan International UK says its campaign is based on a formal report about girls’ experiences of street harassment in the United Kingdom, not on an isolated anecdote.[4] The organization says the report shows street harassment is widespread and that girls want it to stop.[4] Its campaign video also describes girls across the country facing verbal and physical harassment in public places every day.[1] Those claims place the issue squarely in the public safety debate.

The headline finding that harassment can begin very early is consistent with broader sexual violence research. A national United States study summarized by Stop Street Harassment reported that one in five women first experienced sexual harassment or assault before age 13.[1] In Britain, the Office for National Statistics says violence against women and girls includes harassment in public life and can have profound long-term effects.[2] That context makes the age issue politically and socially significant.

Why Conservatives Should Care

Parents do not need another abstract policy lecture to understand the problem. When girls face harassment before they are even teenagers, the basic duty to protect children is already failing. The concern is not just crime statistics but the normalization of public misconduct in spaces that should be safe: sidewalks, transit, school routes, and town centers. That reality fits a larger pattern of weak enforcement and cultural drift that leaves ordinary families carrying the burden.

Plan International UK’s own materials also show why the discussion deserves scrutiny. The organization says it uses publications to influence governments and agencies, and its report materials were managed and edited internally.[2][5] That does not automatically discredit the findings, but it does mean readers should distinguish between advocacy framing and independent forensic research.[2][5] In an era when institutions often blur those lines, skepticism is not cynicism; it is common sense.

What the Public Record Does and Does Not Show

The accessible materials do not include the full questionnaire, sample size, weighting, or technical appendix, so the precise strength of the prevalence estimate cannot be checked from the public snippets alone.[2][5] The visible documents repeat the same core theme: harassment is common, it affects girls’ well-being, and it starts alarmingly early.[3][4] That repetition supports the general concern, but it also leaves the public without the details needed to judge measurement quality, representativeness, or wording effects.

Even so, the broader evidence base makes the warning hard to dismiss. The Office for National Statistics reports that harassment is part of the wider violence against women and girls problem, and other public research shows a substantial share of women experience harassment in a given year.[2] The reasonable conservative response is to demand better enforcement, clearer accountability, and safer public spaces for girls and families. No parent should accept early harassment as normal life in modern Britain.
